Carib Pipelines

The International Financing Institutions  (IFIs) generally have a pipeline through which projects are processed.  A brief description of the pipeline is:

1. Identification.  This is between the borrowing Government and the IFI.  It involves mainly analysis of the development strategies for the whole economy after which projects are identified to support the strategies.

2. Preparation.  This concerns mainly the borrower during which the technical and institutional alternatives are discussed.  It frequently requires the use of consultants to conduct feasibility studies and environmental assessments.

3. Appraisal This is the responsibility of the lender.  A comprehensive review of the the technical, institutional, economic and financial implications are considered, which  is done mainly by the staff of the IFI supplemented by consultants.

4. Negotiation.  This involves both negotiations between the borrower and lender on the loan agreement.  When these are complete the Agreement is then signed.

5. Implementation.  This starts within a few months of signing.  In most cases a notice is posted of the Approval which is then followed first by a general notice and then a specific one.  Goods,  works, and consulting services etc. are procured thereafter.
